Judge Durrenberger Announces Precinct 3 Commissioner Transition, Confirms Plan to Appoint Chad Dismukes

Washington County Judge John Durrenberger has announced the County’s plan regarding the transition of the Precinct 3 County Commissioner position, including the anticipated appointment of Chad Dismukes later this year.

On November 18, 2025, Precinct 3 Commissioner Kirk Hanath formally tendered his resignation pursuant to Article XVI, Section 65 of the Texas Constitution. Because more than one year and 30 days remained in his term at the time of his candidacy for County Judge, the resignation was triggered automatically under state law.

Under Section 87.042 of the Texas Local Government Code, the authority to fill this vacancy rests with the County Judge. There is no statutory deadline for making this appointment in counties with populations under 300,000. Additionally, Article XVI, Section 17 of the Texas Constitution provides that the current officeholder continues to serve in a holdover capacity until a successor is duly qualified.

Judge Durrenberger determined it was important to allow the constituents of Precinct 3 the opportunity to select their next Commissioner through the electoral process. During the Republican primary election, Chad Dismukes received the majority of votes. No Democratic candidates filed for the position.

Judge Durrenberger has been in communication with Dismukes regarding his transition into the role and has confirmed his intent to appoint him once he becomes available to serve full-time as Precinct 3 Commissioner. Until that time, Commissioner Hanath will continue serving in a holdover capacity to ensure continuity of operations.

“As County Judge, I believe it is in the best interest of Washington County for Commissioner Hanath to continue serving in a holdover capacity while maintaining stability for Precinct 3,” said Judge Durrenberger. “At the same time, we are preparing for a smooth transition."

Chad Dismukes, who was elected by the voters of Precinct 3 to serve as County Commissioner beginning in January 2027, has announced plans to accelerate his retirement from the fire service in order to assume the role earlier than originally anticipated.

In anticipation of his availability, Judge Durrenberger has confirmed his intent to appoint Dismukes to serve as Precinct 3 Commissioner once he is able to transition into the position later this summer.

Dismukes currently serves as Assistant Fire Chief for the City of Katy and brings decades of experience in emergency services and leadership. His decision to retire early reflects his commitment to fully dedicate himself to serving the citizens of Washington County.

“This decision wasn’t made lightly,” Dismukes said. “Serving in the fire service has been one of the greatest honors of my life. While I am excited to join the team in Washington County, I need to complete prior commitments in my current position before retirement.

County officials expressed confidence in Dismukes’ ability to step into the role, citing his extensive background in public safety, leadership, and community service.

Washington County remains committed to maintaining continuity in leadership, supporting a smooth transition, and ensuring that the needs of Precinct 3 residents continue to be met without interruption.
