Washington County is proud to announce the appointment of Taylor Leonard as the new Director of Washington County EMS, following formal approval by the Washington County Commissioners Court.
Leonard most recently served as District Chief with Washington County EMS and brings twelve years of experience within the department to his new role. With this appointment, Leonard becomes the third Agency Director in the history of Washington County EMS since the organization became a county department.
The appointment follows a structured, three-phase internal hiring process designed to ensure a thorough, transparent, and merit-based selection. After internal applications and formal interviews conducted by a review committee, Leonard was recommended for the position and formally accepted the offer.
Leonard is the longest-serving flight-qualified paramedic in the organization and played a foundational role in developing Washington County EMS’s Helicopter Air Ambulance Part 135 program. He was also instrumental in the early development of the FAA Part 133 external cargo load and firefighting training program.
Throughout his career, Leonard has served in nearly every operational capacity within the department. He began as an EMT Basic, advanced to Paramedic, served as one of the original Special Response Technician rescue paramedics, was promoted to Senior Crew Chief over Aviation, and later to District Chief. His leadership experience spans ground operations, aviation services, and specialized response programs.
Outgoing EMS Director Kevin Deramus, who recently accepted a leadership role with the Texas Division of Emergency Management, will remain engaged in an advisory capacity during the transition period to ensure continuity and support.
“Taylor’s experience, humility, and deep understanding of our organization make him the right leader for this next season of Washington County EMS,” said County Judge John Durrenberger. “We are confident he will continue strengthening the department while building on the strong foundation that has been established over the past two decades.”
Washington County EMS continues to serve residents and visitors with advanced life support services, aviation capabilities, and specialized response programs, placing the county at the forefront of emergency medical services in the region.
